Experience Summary
Mr. Bailey has over 36 years of experience in geotechnical foundation investigations for roadways, structures, bridges and retaining walls. Mr. Bailey's geotechnical experience includes preparation and review of numerous investigations for roadways, structures, bridges and retaining wall foundations, associated with projects throughout the state of Georgia. He has extensive experience with implementation of geotechnical recommendations and solving construction related problems with soil and rock. Mr. Bailey also has experience with foundation design and construction issues with roadway and bridge projects located within hazardous waste and petroleum impacted sites.

Mr. Bailey was Bureau Chief, (State Geotechnical Engineer), with the Georgia Department of Transportation (GDOT) for over 12 years. As Bureau Chief for the GDOT, he directed the Department's geotechnical operation and reviewed all geotechnical investigations for bridges and roadways submitted by his staff or by consultants for all Interstates, State Routes and County projects assisted by the state. Mr. Bailey prepared geotechnical reports for more complex sites that involved bridges and roadways.

As Bureau Chief for the GDOT, Mr. Bailey was also responsible for managing the Department's Environmental Branch. This Branch prepared, evaluated and implemented environmental site assessments, corrective actions and remediations for underground storage tank releases, landfills and other potential hazardous waste sites on properties either owned or acquired by the.

As Staff Geotechnical Engineer and Bureau Supervisor for GDOT, Mr. Bailey prepared geotechnical reports on bridges, retaining walls and roadways; directed pile load tests; evaluated problems with pavements and subgrades; developed numerous construction details and specifications; developed design recommendations, details and specifications for first use of geosynthetics and wick drains for embankment stabilization in Georgia; oversaw AMRL certified soils lab and directed laboratory testing of soils; analyzed and provided remediations for numerous slope stability problems.

Mr. Bailey was a staff engineer with AT&E Engineering in Atlanta. During that time he planned geotechnical studies and prepared foundation reports for schools, shopping centers and office complexes. In addition he performed onsite evaluations of footing excavations under construction and directed load testing of driven piling.

Mr. Bailey was manager of Coleman Testing Laboratory in Augusta, Georgia. As manager he was responsible for directing the operations of the office, which included preparation of geotechnical reports; directing laboratory testing of soil and concrete; directing field testing of soil and concrete used on construction; conducting pile load tests; and developing proposals for geotechnical studies. Clients included the City of Augusta, Richmond County, the Corps of Engineers, various developers and contractors. As manager of this lab Mr. Bailey became very familiar with the subsurface conditions in an around the Augusta, Aiken, S.C. and fall line area.
